Engine Business Rules

These rules govern how the RTOpacks engine processes National Register data and produces content. They are written for a non-technical auditor.

Rule 1 — Source of Truth Hierarchy

The engine shall not generate content for any code not found in the most recent National Register sync (maximum 7 days old). No legacy or pre-AQF codes are permitted under any circumstance.

Rule 2 — 3:3:3 Search Logic

When processing a qualification or unit code, the engine identifies the 3-letter training package code, extracts the AQF level digit, and groups results by Current status. If a level is absent from the training package, the engine reports a Structural Gap. It does not fill the gap, suggest an alternative, or approximate a result.

Rule 3 — Composer Framework

Content is structured using the Unit-Criteria-Condition-Outcome framework. The engine generates a draft strictly from the Performance Criteria of the unit. It is prohibited from adding content not explicitly present in the Knowledge Evidence of the unit.

Rule 4 — Contextualiser Observation Rule

The engine produces an observation checklist by converting Performance Evidence verbs into observable actions. It then triggers a mandatory SME Input Request to define local environment parameters. An observation is not marked Complete until the SME has defined these parameters.

Rule 5 — M Promotion Rule

Any content block generated by the engine is flagged Agentic (A) until a human makes a Substantial Edit — defined as greater than 15% character change, or a manual Verify click. Only then is the block promoted to Manual (M) in the SOP record.
